Expert Numbering Advocate - External Numbering Policy Liaison Team
Responsible for NPA Number Relief, Pooling and general telephone numbering
matters for the Eastern Region. This includes working closely with NANPA, (North
American Numbering Plan Administration) the Pooling Administrator (PA) and
Regulators in each State. Writing Comments/Petitions to the States on numbering
issues as well as to the FCC regarding FCC orders. Monitor the customer education
effort prior to relief. Disseminate any pertinent information to affected business units
based on changes in the regulatory environment. Closely monitoring each State's
numbering orders to ensure compliance with the 1996 Telecom Act and ensuring the
orders are competitively neutral. Providing expert testimony whenever necessary
relating to numbering, NPA relief, policy, pooling. Attend the NANC (North
American Numbering Committee), INC (Industry Numbering Committee) and the
NOWG. (NANPA Oversight Working Group) as well as other industry meetings.
Conducted research and formed analysis and opinion on RCC (Rate Center
Consolidation) and UNP (Unassigned Number Porting) as well as other relief
methods.

 
Engineer 111- Project Manager- Frederick, Maryland
Manage each facet of the Local CARE (Customer Account Record Exchange)
project for MCI. This includes the complete automation of CARE which moved the
CARE process out of the local provisioning centers. Write, train and deliver
processes for the OE centers on the new Exception process and for the ILNP/LNP
conversion team on manually updating CARE on the LCIS web page. Appointed the
formal Local POC for WorldCom for the Subscription Committee at OBF (Ordering
and Billing Forum) which standardizes processes industry wide. Opened WorldCom
issues at the OBF and followed them through to initial and to final closure.

 
Engineer 11 – Instructor - Frederick, Maryland
Report directly to Management in Dallas, TX. Deliver training to employees in
Customer Implementation Services as directed from the Process and Delivery team.
Plan and implement training programs and projects which adhere to approved
budgets and schedules. Identify and research complex problems using specialized
knowledge and
skills. Investigate training requirements with functions inside and outside of
department and MCI. Ensure process and systems documentation is accurate and
up-to-date. Develop job aids, training bulletins and courseware in support of CIS
process training. Learn new processes and tools quickly to provide just-in-time
training to site. Rolled out Local Number Portability (LNP) to the provisioning
center.

 
Engineer I – Order Coordination Mentor – Provisioning Center, Frederick, Maryland
Aided in transitioning the Local Service Delivery Center, East Coast, from Dallas,
TX to Frederick, MD. Mentored the Order Coordination team which included
training for the new OC’s, wrote new processes, and aided in the systems upgrades.
I was the point of contact for each vendor. I handled all escalations for the OC’s until
Team Leads were put into place. I was chosen as the only mentor to start this center,
so I was the "Jack of all trades" in the OC department. I specialized in
ILNP/LNP/NP/Unbundling orders. I’ve worked and handled escalations for these
types of orders for each major LEC that MCI utilizes.

 
Engineer I - Order Coordinator - Provisioning Center, Dallas, Texas
Acted as a liaison between the customer, internal departments and external
companies/vendors. Ensured the customer’s service was established on time and that
all aspects of the service were working. Recorded all activities concerning a service
order and was responsible for keeping all key departments within LSD (Local
Service Delivery) (such as Provisioning, Field Operations, the LSC and LEC)
informed of any changes to an order or any risks to a service order due date.
Interfaced with the LEC to help assist with the smooth migration of the customer
from their local service to MCI LSD.
Specialized in ILNP/LNP/Undbundling – requesting other LEC’s to disconnect or
RCF their telephone lines migrating from their local service to MCI LSD.
Monitored and received all confirmation of all requests and query's
Confirmed installation dates for customers' Inside Wire
Coordinated installation and/or training for customer’s CPE
Distributed LIDB information to appropriate departments
